북한의 상황 The Situation in the North

 

요즘에는 북한 이야기를 하면 누구나 가장 먼저 떠오르는 생각이 '핵 문제'입니다. 그 다음에 떠오르는 생각은 '전쟁에 대한 염려'입니다. 개인적으로 저는 전쟁이 그리 가깝지 않다고 생각하는데, 적어도 이 시기에 일어나지는 않을 것이라고 생각합니다. 사실, 몇몇 분들은 올해가 새로운 협상의 해가 될 것이라고 생각하고 있습니다. 북한 내부에서도, 외부로부터 정보를 듣고 있는 이들은 전쟁에 대한 두려움을 덜 느끼고 있다고 합니다. 과거에는 지금보다 상황이 나빴습니다. 작년에는, 신년 연설에서 김정은은 북한이 ICBM을 발사할 것이라고 했고, 실제로 발사했습니다. 사람들이 언급하지는 않는 문제이지만, 사실 진짜로 위험한 핵 문제는, 핵실험 장소인 풍계리의 터널 공사가 계속되는 것인데, (이 공사는) 아직 멈추지 않았습니다. 무슨 일이 일어나건, 김정은은 언제든 또 다른 위성 발사를 통해 핵 개발을 재개해도 이상하지 않은 인물임을 우리는 알고 있습니다.

Nuclear weapons are on everyone's mind when they think of North Korea these days. Coming right on the heals of that thought are concerns about war. Personally, I think war is not likely, at least not this time around; in fact, some think that this may be the year of new negotiations. The North Korean's themselves, as they get information from outside the country have less fear of war. It's been worse than this in the past. Last year, in his New Year speech, Kim Jong Un proclaimed that NK would launch an ICBM and they did. Let's see what he has to say this year. What people are not talking about are the very real dangers of nuclear accidents which continued tunneling at the Punggye-ri test site does not allay. Whatever else happens, we can be fairly sure that Kim Jong Un is not going to back down on his program any time soon especially with another satelite launch on the horizon.

북한 내부의 이야기를 하자면, 대북제재가 강화되었으나 북한 경제는 움직이고 있습니다. 경제가 움직이는 큰 요인 중의 하나는 북한 당국이 공기업과 운송기관들에 더욱 유연성을 부과하였기 때문입니다. 그러나 여전히 자전거가 북한 경제의 주요한 원동력입니다.

이집트의 통신회사 오라스콤이 대북제재로 인해 휴대전화 서비스를 철수하고 자국으로 돌아간다는 소식은, 널리 알려지지 않았으나 문제가 되고 있습니다. 오라스콤의 대표 나기브 사위리스는 백만장자이며, 콥틱 크리스천으로 알려져 있는데, 그는 독지가로서 교회의 강력한 후원자라고 합니다.

개선된 점도 있다고 전해집니다만, 군인들에게는 훈련이 늘어났음에도 식량보급이 원활하지 않는다고 합니다.

김정은은 계속 자신이 찍힌 사진을 계속 (신문 지면에)싣고 싶어하지만, 슬로건이 많아질수록 노동량에 대한 압박으로 고통이 지속됨에 따라 주민들의 불평이 늘어나고 있다고 합니다. 천리마 운동은 이제 만리마 운동이 되었습니다.

경제가 가파르게 살아나지 않는다면, 비난할 사람을 찾아서 숙청당할 희생양을 이전 보다 더욱 많이 찾을지 모르는 일입니다. 아, 그리고 전통적인 '우상화 달력' 말입니다....아, 올해는 별로네요.

However, back at home, the economy does seem to be moving along despite increased sanctions. A big factor is the greater flexibility allowed to state-owned enterprises and thegrowing transit sector. However, the humble bicycle is still a major driver for the economy. A new setback that may have unforseen consequences is the Egyptian firm Orascom'sclosing down its cell-service and pulling out of the country in response to sanctions pressure. Incidently, Orascom's owner, Naguib Onsi Sawiris, a Coptic Christian billionaire, is known as a philanthropist and strong supporter of the Church. Even as there seems to be some improvement, soldiers are not getting their rations prior to ramped up exercises. People are complaining more about Kim's boasts while suffering continues and it seems he's always looking for a new photo op while slogan inflation puts every greater pressure on people to turn out every more work. The 1000-li horse (chullima) effort is now giving way to 10,000-li horse (mallima) awards. If the economy does not improve radically, there may well be further purges as someone looks for scape goats to blame. Oh, and those traditional propaganda calendars... Nah, not this year.

국경에서는 북한 보초병이 중국에서 총을 맞았고, 또 한명의 북한 군인은 남한 군인들이 북으로 총을 쏘는 동안 비무장지대를 넘어 왔습니다. 또 몇몇의 북한 사람들이 배를 타고 남으로 넘어왔습니다. 가장 최근 남으로 넘어온 북한 군인은 탄저균 항체를 가지고 있었는데, 세균전 대량 살상 무기에 노출되었음을 보여줍니다.

And, the borders stay hot as North Korean guards shoot in China and another soldier crosses the DMZ while South Korean guards shoot north. A couple more people cross to the South by boat. It appears that this latest soldier defector has anthrax antibodies indicating that he may have been exposed to germ warfare WMDs.

Turning to religious news, Thae Yong-ho, former deputy chief of mission at the North Korean Embassy in the UK, and currently working as an advisory research fellow at the South Korean Institute for National Security Strategy, recently gave an interview where he said that the North's strategy of setting up fake churches to demonstrate "relilgious freedom" may be backfiring as people acting the part seem to be coming to real faith. 감옥에 수감된 형제들을 위해 기도하며 Remembering Our Brothers in Prison

 

북한에 억류된 세 명의 미국인들을 위해 기도합니다: 김학성 교수님, 김상덕 교수님(토니 김), 김동출 목사님. 그리고 북한에 수감된 6명의 한국인들을 위해 기도합니다. 최근 국가인권위원회가 지난 9월 이 6명의 상태를 조사해달라고 청원서를 넣었습니다. 이 청원이 좋은 결과를 맺을 수 있도록 기도해 주십시오. 6명은 한국인 목사님 세 분- 김정욱 목사님, 김국기 목사님, 최춘길 목사님-과 복음을 위해 북한에 다시 들어간 3명- 고현철, 김원호, 신원미-입니다. 이들이 집과 가족의 품으로 속히 돌아올 수 있도록 기도해주십시오. 2018년은 석방이 가득한 해가 되기를!

We continue to pray for the three Americans imprisoned in North Korea: Kim Hak-song, Tony Kim (Kim Sang-duk) and Dong-chul Kim. We also continue to pray for six South Koreans held in the North. The South Korean National Human Rights Commission petitioned the UN last September to investigate the condition of these six. Pray that there be a good result from this. They are pastors Jeong Wook Kim, Kook Ki Kim and Choon Gil Choi and North Korean defectors returning to North Korea to share the Gospel, Hyeon Chul Koh, Won Ho Kim and Anonymous. Unfortunately, we have nothing new to report. Pray with us that these all be released to their homes and families soon. May 2018 be the year of full release!

생명의강학교 The River of Life School

 

방학입니다!

학기는 졸업식과 함께 12월 20일에 마쳤습니다.- 태백의 연동장로교회에서 1명의 고등학생과 5명의 중학생들이 졸업장을 받으며, 즐거운 졸업식을 가졌습니다. 1명을 제외한 중학교 졸업생이 생명의강 학교 고등학교 과정으로 진학합니다. 함께 하지 않는 한명은 다른 지역에 살고 있는 가족의 품으로 돌아가는 것이기에, 기쁜 마음으로 보내줍니다.

새학기는 3월에 시작됩니다. 학생들과 교직원들이 쉼을 얻을 좋은 기회를 갖고, 방학동안 여러 가지 활동에 참여할 수 있기를 기도합니다.

저희와 함께할 수 있는 신입생과 과학선생님을 기다리고 있습니다. 적합한 분을 아신다면, 연결해주십시오.

It's vacation! The school year ended with graduation on December 20th--one high school and five middle school graduates received their diplomas in a very pleasant ceremony at the Yongdong Presbyterian Church in Taebaek. All but one of the middle-schoolers will be going on to high school with us. One young man will be going back to be with his family on the other side of the country, which we are glad about. The new school year begins in March. We pray that faculty and students have a good chance to rest and to participate in other activities during vacation. We are seeking new enrollments for next year as well as a science teacher. If you know anyone who might fit, drop us a line.

네 번째강 프로젝트 The Fourth River Project

 

연말에 한해를 돌아보면서, 2017년에 하나님께서 하신 일들로 인해 감사를 드렸습니다! 삼수령 센터의 첫 번째 건물을 완공했고, 벤, 리즈, 세 분의 선생님들과 4인 가족, 그리고 저희 행정보조원이 건물로 이사할 수 있었습니다. 매일 아침 동쪽의 산과 바다 쪽을 바라보면, 화려한 일출을 즐길 수 있습니다. 지난 달에 보고드린 것처럼, 새롭게 도로 포장을 마쳤고, 폭설에 대비하여 눈삽을 장착할 수 있는 4륜 트럭을 구입할 준비가 되었습니다. 또 주님께서는 저희가 전혀 예상하지 못했던 2개의 교회와 1명의 후원자를 연결하여 주셔서 지난 11월 산림청이 저희에게 제시한 큰 규모의 금액을 충당할 수 있게 되었습니다. 건축계획이 실패하여 자연 상태로 돌이켜야 하는 상황이 생길 경우를 대비한 보험금의 계산 방식이 최근 바뀌었습니다. 저희는 3년 보험료를 3천~5천 달러로 예상하고 있었는데, 새로운 계산법으로 계산할 경우, 6만 달러(6천3백만원)이 필요했습니다. 이런 놀라운 관계를 만들어주신 분들과 하나님께 정말 감사드립니다.

As we look back on the year just ending, we give great thanks to God for ALL that He did for us in 2017! We completed the first building of the Three Seas Center and moved in--Ben and Liz, three teachers, one with family of four, and our new administrative assistant. We have been enjoying spectacular sun rises each morning as we look across to the mountains and ocean to the east. As we reported last month, we have a beautiful newly-paved access road and now are able to purchase a four-wheel drive truck with a snow plough just before the heavy snows come. This is all in addition to the Lord providing through two major churches and several individual benefactors to cover a totally unexepected and very large expense that the Forestry Department informed us of in November. The rules for calculating the insurance premium on a policy to cover returning our whole site to natural conditions should our project fail before completion were changed recently. We were expecting a new three-year premium to be some 3 to 5 thousand dollars but the new rules shot it up to about $60,000 (KRW 63,000,000). We are extremely grateful to God and to those who helped meet this surprise.

 

삼수령 센터의 다음 단계 건축을 위해 모금을 시작하려고 준비 중입니다. 3개에서 5개 건물을 지어 생명의강 학교와 기숙사를 지으려 합니다. 차차 진행하면서 더 자세히 말씀드리겠습니다.

We are also in the process of launching a new fund-raising campaign for the next phase of the Three Seas Center work--three to five buildings that will provide a new home to The River of Life School along with dormitories for students. I will share more on this in the months ahead.
