북한의 상황  The Situation in the North

 

지난 달 남한과 북한 주민에게 큰 관심을 불러모은 뉴스는 바로 금강산 면회소에서 이뤄진 남북이산가족상봉입니다. 북한 관영 매체가지극한 관심과 함께 보도한 이 행사는 한국전 이후헤어진 가족들에게는너무도 뜸하게 찾아오는 기회가 되었습니다. 이 행사 전 북한은 북의 참가자들이 최상의 의료서비스를받도록 조치했습니다. 사람들은 이런 행사에 사흘은 너무 짧다고느꼈습니다. 이번에 선발되지 못한 수많은 사람들은 나이가 너무 많이 들기 전 참가하길 바라며 다음 기회를 기다립니다.

The news that excited people in both North and South Korea this past month was the special family reunion held at the Diamond Mountain resort in North Korea. Highly anticipated and reported by North Korea's state media, this was an all too rare opportunity for familiy members, separated since the Korean war, to get together for the first time in decades. North Korea made sure that participants from the north had the best of medical care leading up to the event. People felt that the three-day event was much too short. Many who were not selected are looking forward to another chance; hopefully, before they are too old to participate.

 

정치적으로 북한의 노동신문은트럼프 대통령과 폼페이오 국무장관이 북미 관계를 개선하려고 노력하는 것을 방해하는 (미국내의) 정적들을 비난 하면서 미국 대통령과 국무장관을 칭송하다가 불과 며칠 후 폼페이오 국무장관의 방북 계획을 취소한다고발표한 트럼프 대통령의 결정에 대해 통렬하게 비난함으로써북미 관계가 마치 롤러코스트 위에 있는 것과같은 상황입니다. 한미합동 군사훈련이 재개될 가능성과미국인의 방북제재 연장은북한과의 관계에 분명히 좋지 않은 영향을 주게 될 것입니다. 북한이 핵미사일 발사시설을 해체하고 있다는 증거가 없다는사실 또한 도움이 되지 않습니다. 동시에 9월 중에 계획된 남북정상회담은겉으로 드러나는 문제없이 진행되고 있습니다. 위의 모든 사실들을 고려해 볼 때 이번 정상회담은북한에게 더 중요해질 것처럼 보입니다. 또한 남한이 북한을 주적으로간주하지 않게 될 지도 모릅니다.

On the political front, US-DPRK relations are on something of a roller coaster with the Rodong Shinmun praising President Trump and Secretary of State Pompeo while blaming their political enemies for interfering with their good work in relation to North Korea only to be followed by scathing condemnations a few days later as Trump holds back and Pompeo cancels his planned trip. The possibility of US-ROK military exercises starting up again and the US extension of the travel restriction certainly do not make for better NK relations. The fact that the North shows no evidence of following through on dismantling their missile launching facilities doesn't help either. At the same time, DPRK-ROK summit plans for September are moving forward without apparent glitch. In light of all of the above, this summit seems to be increasingly important to the North. It also looks like South Korea may stop referring to North Korea as the "main enemy.“

 

다른 한편, 북한 정부는 남한에 정착한 탈북새터민이 북한으로 돈을 보내는 송금시스템을 엄중 단속하고있습니다. 동시에, 북한은 담배생산량을 증가시키고국가가 밀수를 지원하며블루베리 수확을점유하고 거리의 아이들인 꽃제비에게 강제노동을지속적으로 시키며 이들을 통한 외화벌이를 늘이기 위해 모든 수단을 동원하고 있습니다. 해외 주재 북한 노동자들에게도 감시와 규제를 강화하여이들의 이동과 자유 시간에 영향을 주고 있습니다.

Meanwhile, back in the DPRK, the government is cracking down on the remittance system that allows re-settlers in the South to send money north. At the same time, authorities in the North are doing everything they can to increase foreign currency earnings from expanding tobacco production, state-sponsored smuggling and taking over the blueberry harvest, to continued forced-labor of the kkotjebi, North Korea's street kids. NK workers overseas are also coming under greater scrutiny and restrictions in terms of movement and free time.

 

기술분야에선, 북한의 폐쇄적인 인트라넷이며 새롭게 선보인 내부 전자상거래 사이트 ‘옥류’가계속해서 인기를 끌고 있습니다. 저렴한 USB 드라이브와 SD카드가 대량생산되면서 CD가 미디어 보관용으로서 확연히 유행을 벗어났습니다. 중국으로 나간 여행자들은 돌아올 때 남한 영화와 드라마를 대거 반입하여대학생들이 이들을 대량으로 유포하고 있습니다.

On the technology front, there is a new domestic e-commerce site, Okryu, that is gaining in popularity on North Korea's closed intranet. W ith the mass production of cheap USB drives and SD cards, CDs are definitely out of fashion as media storage. Travelers to China come back with huge amounts loaded with South Korean movies and dramas. College students are scooping them up and circulating them in great numbers.

 

남북 정상회담에 더하여, 이번 9월 평양에서는 9일에 대규모의 정권창건일퍼레이드, 그리고 23일엔 평양국제 가을철 마라톤 행사가있을 예정입니다.

In addition to the North-South summit, September in Pyongyang will see the annual Foundation Day parade (Sept. 9) on a grand scale and the Pyongyang International Autumn Marathon on the 23rd.

  

감옥에 있는 우리 형제들을 기억합니다 Remembering Our Brothers in Prison

 

계속해서 앤드류 브런슨 형제를 위해 기도해주시기 바랍니다. 지난 7월 가택연금으로 풀려나긴 했지만 완전한 면죄를 위해 기도하는 것이 아주 중요합니다. 터키 감옥살이를 면했기 때문에 기도를 늦추기 쉬운데 그렇게 되면 상황이 어렵게 됩니다. 트럼프 대통령은 여러 이유 중 하나인 브런슨 목사의 억류로 인해 터키에 계속해서 제재와 무역관세를 부과하고있습니다.

Keep Pastor Andrew Brunson in your prayers. Even though he was released to his home under house arrest in July, it is very important to continue to pray for his complete exoneration. Since he is no longer languishing in Turkish prison, it may be easy to slack off in our prayers. That would not be good. President Trump continues to invoke sanctions and trade tarifs on Turkey partly because of Pastor Brunson's detention.

 

또한 북한에 억류되 있는 한국인 6명과데일리NK 기자, 최송민(가명)을위해 기도합니다. 이미 풀려났거나 구금되 있는 선교사와 다른 이들에 대한 정보가여기 있습니다.

We continue to pray for six South Koreans held in the North as well as Daily NK journalist, Choi Song Min (alias). Here's information on the pastors and others who have been detained and released.

 

최근에 석방된 이들로 인해 주님께 감사드리며, 계속해서2018년 내 모두 풀려나길 기도합니다.

We thank the Lord for those who have been released recently while continuing to prayer that 2018 be the year of full release.

 

생명의강 학교  The River of Life School

 

새 학기가 시작되어 모두들 즐겁게 공부에 임하고 있습니다. 어떤 때는 학기가 진행될 때보다 방학 동안 할 일이 더 많이 생기는 것 같습니다.

School is in session with everyone happy to be back. Sometimes, it seems that vacations are more work than school...

 

이번 학기의 빅 이벤트는 뮤지컬입니다. 생명의강 학교 초창기에 가르쳤던 한 토패즈 선생이 돌아와 이 뮤지컬을 지도하게 되어 기쁩니다. 개교 이래 유일하게 선보인 연극, 백설 공주를 영어와 한국어로 제작, 감독한 교사이기도 합니다. 여러 해가 지나 한 선생이 다시 돌아와 이 일로 수고하게 되었습니다. 10월 하순과 11월 초 우리 학생들이 태백 관내 여러 초등학교에서 이 뮤지컬을 공연하게 되어 기대가 큽니다. 지역공동체를 특별한 방법으로 축복하길 원하는 마음이 있기에 더욱이 이 뮤지컬을 통해 저희 마음을 표현할 수 있다고 생각되어 기대하고 있습니다 . 이 일이 잘 진행되도록 기도해주시기 바랍니다.

The big event being planned for this semester is a musical. We are excited to have one of the original three River of Life School teachers, Topaz Han, come back to direct it. She produced and directed the only play we have done so far-- Snow White, in both English and Korean. Now, after many years, she is back for this new effort. We are looking forward to our students performing it in various elementary schools here in Taebaek the end of October and beginning of November. We want to bless our community in a special way and are looking forward to doing so through this musical. Please pray that it all go well.

 

결혼 소식입니다! 이번 달 생명의강 학교와 삼수령센터가 새롭고 아주 특별한 방법으로 하나가 됩니다. 9월 15일 토요일, 생명의강 수학 교사, 백윤정 자매와 삼수령의 건축행정 담당 임 느헤미야(성우) 형제가 결혼합니다. 이 멋진 커플의 만남이 얼마나 기쁜 일인지요. 결혼예식은 백 선생의 고향인 대구에서 거행됩니다. 신혼여행 후 백 선생은 독신자매 숙소를 나와, 저희 부부 방 옆에 있는 느헤미야 형제의 작은 아파트로 이사오게 됩니다. 함께 기뻐해 주시고, 이 커플의 삶을 위한 하나님의 모든 축복이 임하도록 기도해주시기 바랍니다.

Wedding bells! The River of Life School and the Three Seas Center are combining in a new and very special way this month. On Saturday, September 15th, River of Life School math teacher, Yun Jeong Paek and our Three Seas construction administrator, Nehemiah (Sung-woo) Lim will be getting married! We are excited about this excellent match. The wedding will take place in Teacher Paek's home town, Taegu. After they come back from their honeymoon, Teacher Paek will move from the single women's apartment here in the Center to join Brother Nehemiah in his little apartment next door to Liz and me. Rejoice with us and pray for all of God's blessings on their new life together.

 

네번째강 프로젝트와 삼수령센터  The Fourth River Project and the Three Seas Center

 

삼수령센터의 일부가 될 공동체마을 건축을 위해 계속해서 계획을 세워나가는 중입니다. 내년 봄 건축을 준비하는 과정으로 이번 여름에 굴착공사를 하길 원했지만 대신 13년전 설계를 현재의 필요에 맞게 재작업하는 일을 해오고 있습니다. 실시계획을 변경하려면 태백시청 건축과의 승인을 받아야합니다. 변경 사항의 범위가 클 경우 강원도청까지 신청서가 제출되야 하며, 원래 승인받은 상세한 설계도에 대거 변화를 주어야 합니다. 그러나 현 시점에선 우리에게 엄두도 내지 못할 일입니다. 최근 알게된 사실은 우리가 어떤 방향으로 일을 진척시키면 이 일은 해야만 합니다. 그래서 좀 보수적인 방법으로 원래의 실시계획을 수정하고자 합니다. 재정이 들어오고 이 작업을 가을과 겨울까지 마칠 수 있다면, 내년 봄 우선적으로 굴착작업을 한 후 건축에 들어가려고 합니다. 이 단계를 위해 수십억원의 재정이 필요합니다. 인도해주시고 공급하시는 하나님을 바라봅니다. 필요한 재정의 공급 위해 저희와 함께 기도해주시기 바랍니다.

We continue planning for the construction of the Community Village section of the Three Seas Center. We had hoped to be able to do the major excavation work this summer in preparation for construction next spring; however, we have been re-working the 13-year-old design to bring it up to our current needs. We have to get the changes to the original plan approved by the City of Taebaek Construction Bureau. If the changes are too extensive, it gets sent up to the Province level and requires a major change to the originally approved detailed design. That would be prohibitive for us at this time. We just found out that one direction we were taking would require that; so, we are going back to revising the original plans in a more conservative way. If we are able to complete this work through the fall and winter and have the funds needed, we will be able to do the excavation first thing next spring with construction to follow. This phase of the project is a multi-million dollar effort. We are looking to God to direct and provide, Join us in praying for the funds needed.

 

한편, 겨울을 앞두고 작년 겨울에 얼어붙어 수리하느라 수백만원의 임금과 물자가 들어간 상수도를 그대로 둘 수 없는 상황입니다 . (어려운 상황이었지만 저희를 돌봐주신 하나님께 감사드립니다) 현재 상수도는 삼수령목장 남쪽 끝에 위치한 축사와 주택에도 물을 공급하는 샘에 의존하고 있습니다. 그래서 항상 수원이 고갈될 위험에 처해 있습니다. 공동체마을 건축계획 중엔 삼수령목장의 북쪽 지역에 공급하는 우물과 연결된 상수도 설치도 포함되있습니다. 이 우물이 있으면 센터와 공동체마을 모두 필요한 수량을 확보할 수 있습니다. 더 큰 규모의 프로젝트 때 설치하는 것보다 조금 더 많은 재정을 요하긴 하지만 즉시 우물 공사에 착수하기로 결정했습니다 . 완공과 센터 운영비를 위해 약6천만원이 필요합니다. 현재 5천만원이 있기 때문에 이 프로젝트 완료시기까지 천만원을 더 모금해야 합니다. 지금 시작하면 10월 후반부나 11월 초, 지면이 얼어붙기 전까지 완공할 수 있습니다. 하나님께서 부족한 재정을 공급해주시도록 기도해주시기 바랍니다. 하나님의 재정 공급에 참여하길 원하시는 분은 네번째강프로젝트나 삼수령 건축기금에 헌금해주시기 바랍니다. 아래 구체적인 헌금방법에 대한 내용을 참고해 주십시요. 헌금하실 때 이메일로 저희에게 헌금 사실을 알려주시면 감사하겠습니다.

In the mean time, we are getting towards winter and cannot afford to continue with our current temporary water system that froze solid last winter, costing us several thousand dollars in labor and materials. (Thank God for seeing us through that very difficult time.) Our current system depends on a spring source that also provides water to the barns and houses at the southern end of the Ranch. We are always in danger of depleting that supply. The plan for Community Village includes a new water system based on the well serving the northern end of the Ranch. That well has plenty of capacity to meet the needs of our existing Center and Community Village. We have decided to go ahead with the water system right away even though it will be a bit more expensive than waiting to include it in the bigger project. We need about 60 million won ($53,000) to complete it and cover regular Center operational expenses. We currently have 50 million ($44,000) leaving us to raise 10 million ($9,000) by the project completion. Starting now should allow us to finish by late October or early November before the ground freezes. Please pray with us for God to provide that last bit needed.
