북한의 상황 The Situation in the North

 

싱가폴 정상회담 이후 사람들은 북한이 과연 비핵화를 달성할 것인가에 대해 의문을 가지고 있습니다. 몇 미사일 론칭 시설을 해체한 증거가 보이는 한편, 아직도 핵프로그램을 운영하고 심지어는 핵폭탄의 핵분열 원료 생산을 시사하는 증거가 있습니다. 그러나 트럼프 정부는 진행 상황에 대해 낙관적인 것 같습니다. 그러나, 다른 한편에선 그리 낙관적이지 않습니다. 북한의 과거 행보처럼 김정은이 똑같은 수법을 쓰고 있다고 보고 있습니다. 또한 평화협정을 체결하여 공식적으로 종전을 체결하는 것에 대한 수많은 논의가 이뤄지고 있습니다. 종전협정은 김정은이 강력하게 원하는 것이며 미국과 남한에 압박을 가하는 것이기도 합니다. 미국과 북한은 이 주제에 대해, 그리고 중국의 역할에 대해서도 이견을 보이고 있습니다.

Ever since the Singapore summit, people have been wondering whether or not North Korea will really denuclearize. While there is some evidence that they are dismantling some missile launching facilities, there are other indications that they are still continuing the program and even making nuclear bomb fissile material yet the Trump administration appears upbeat about progress. Others, on the other hand, are not so upbeat, even seeing Kim Jong-un playing the same hand the North has always played. There is also a lot of discussion about officially ending the Korean War with a peace treaty, something Kim Jong-un wants strongly, putting pressure on both the U.S. and South Korea. The U.S. and North Korea have different opinions on the subject, including China's role.

 

이런 긴장에도 불구하고, 긍정적인 일들이 일어나고 있습니다. 남한과 북한은 이산가족 상봉을 계획하고 서로 헤어진 가족들의 명단을 교환했습니다. 그러나 아쉽게도 북한의 해커들이 이 기회를 틈타 탈북민들과 인권단체의 정보를 탈취하고 있습니다. 또 다른 긍정적인 일은 남한이 몇 군대를 비무장지대에서 나오게 하려고 계획한다는 것입니다. 북한도 이에 응할지는 아직 의문입니다. 이 일은 큰 지혜가 필요한 중대 사안입니다. 이 일을 숙고하고 있는 남한의 정부 지도자들 위해 기도해주시길 부탁드립니다.

Despite some of the tensions, there are other positive things happening. North and South Korea have exchanged lists of divided families in preparation for reunions which are being planned. But, it appears that North Korean hackers are using this special opportunity to get information on North Korean defectors and human rights organizations. In another positive step, South Korea is planning to withdraw some troops from the DMZ. The big question is whether or not the North will reciprocate. This is truly something that needs great wisdom. We urge you to pray for South Korean leaders as they contemplate this.

다른 희소식은 이번 8월 15일 광복절에 특별 사면이 있다는 것입니다. 하지만 몇몇 수감자들의 형을 3년 감해주는 것이며 그나마 정치범과 종교관계 수감자들에겐 해당되지 않습니다. 그래도 이 것을 기점으로 해서 다른 사람들에게도 좋은 소식이 오길 기도합니다.

Other good news is the amnesty being planned for August 15, the day celebrating liberation from Japanese occupation. However, this is limited to three-year reductions in some criminal convicts and does not affect political or religious prisoners. Still... it may be a start. We pray that it is.

좀 어두운 소식도 있습니다. 김정은이 불법 살충제와 비료가 작물에 해를 입히고 소비자에게 악 영향을 줄 수 있다는 이유로 판매에 엄중단속조치를 내렸습니다. 그러나 인가 받은 제품을 구할 수 없는 형편에 놓인 농민들은 도움 받을 곳이 없습니다. 김정은은 또한 몇몇 건축프로젝트가 진행되지 않는 점에 대해 불만을 표했습니다. 북한에 거주하던 소식통에 의하면 이것은 북한이 독재 시스템으로서 중앙에서 모든 계획을 세우기 때문에 피할 수 없는 결과물이라고 합니다. 건축이 순조롭게 이뤄지지 않는 큰 이유는 김정은이 총애하는 프로젝트를 진행하기 위해 다른 건축현장에는 물자가 부족하게 되기 때문이라고 합니다. 이런 이유에도 불구하고 김정은은 건축이 이뤄지지 않는 것을 다른 사람들에게 책임을 돌리고 있다고 합니다. 그리고 한 인민반장의 남편이 자택에서 묶인 채로 칼에 찔려 죽었다는 소식이 있었습니다. 아마도 그 부인의 뇌물과 세금(북한에선 ‘정상적’인 일로 여김) 갈취에 대한 보복이었다고 보입니다. 두 증인 중 한 명도 칼에 찔려 죽음을 당했습니다. 그리고 이제 노동수용소에서는 수감자들의 식사를 공급할 수 없어 친척들에게 도움을 구하기 시작했다고 합니다.

On the darker side, several items: Kim Jong-un has launched a crackdown on illegal pesticides and fertilizers, claiming that they are damaging crops and may affect consumers. On the other hand, farmers have little recourse as certified products are not available. Kim Jong-un has also expressed irritation at some construction projects not moving forward. A former resident of North Korea points out that this is inevitable as long as North Korea continues under a centrally planned dictatorial system where Kim Jong-un forces shortages at many sites in favor of his favorite projects... then he blames other people for what does not get done. A local neighborhood leaders' husband was tied up at home and stabbed to death, possibly in retaliation for the woman's extorting bribes and higher taxes (as is normal). Two witnesses were also stabbed, one of whom died. And now labor camps have started looking to relatives to help feed the prisoners.

여기에 일본 조총련이 어떤 역경에 처해있는지에 대한 기사가 있습니다. 이들은 한국이 일본으로부터 해방된 후 일본에 남겨진, 나라 없는 한국인들입니다. 대부분 남한 출신이지만 김일성은 이들에게 북한 국적을 주었습니다. 이들은 수 십년간 일본 사회로부터 고립되었고 자신의 신분과 관련해 수많은 도전에 직면해 있습니다. 이들도 한국의 통일에 큰 관심을 가지고 있습니다.

Here is an informative article on the plight of the Chongryon in Japan. They were Koreans left in Japan after liberation and became stateless. While most were originally from South Korea, Kim Il-sung gave them all North Korean citizenship. They have been isolated from Japanese society through the decades and now face many challenges concerning their identity. They have a strong interest in Korean unification.

앤드류 브런슨 목사가 집으로 돌아왔습니다! 하나님, 당신을 찬양합니다! 완전히 자유로운 몸은 아니지만 감옥에서 나온 후 가택연금 상태로 그의 아내, 노린 사모가 돌볼 수 있게 되었습니다. 터키법원은 건강상의 이유로 결정을 내렸다고 합니다. 브런슨 목사가 무죄임이 드러나고 그에게 내린 모든 형이 취소되도록 기도가 필요합니다. 트럼프 대통령은 터키가 그를 풀어주지 않으면 무역제재의 위협까지도 사용하겠다고 할 정도로 강력한 지지를 보여줬습니다. 이 기사는 브런슨 목사의 상황에 대해 자세한 내용을 담고 있습니다.

Pastor Andrew Brunson is back home! Praise God! He is not completely free but has been moved from prison to house arrest in his own home where his wife, Noreen, is able to care for him. The Turkish court cited health reasons. We still need to pray for his compete vindication and the dropping of all charges against him. He has the powerful support of President Trump who has made his release a critical point and is threatening sanctions against Turkey if he is not released. This article provides a comprehensive review of the various aspects of his situation.

생명의강 학교 The River of Life School

 

학생들은 방학 중이어서 여름에 즐길 수 있는 (아니면 인내가 필요한?) 캠프나 다른 활동들을 하고 있습니다. 학생 중 네명은 여름 방학 첫 사흘을 삼수령목장의 공동체에 대한 감사의 표시로 사랑의 노동봉사를 해주었습니다. 이 학생들이 정말 자랑스럽습니다. 불볕 더위 속에서도 초지에 소거름을 뿌리고 양계장을 제거하고 청소하는 일을 –한 마디 불평 없이- 해주었습니다. 밤에는 삼수령센터에서 함께 시간을 가졌습니다. 하룻밤은 캠프파이어로 마시멜로우를 구워먹었는데 여학생 중 한 명은 예전에 한 번도 이런 경험을 해보지 못했다고 해서 놀랐습니다.

Our students are on vacation, enjoying (or enduring?) a number of summer activities--camps and such. We are extremely proud of four of our students spending the first three days of their summer vacation expressing appreciation for the community at the Three Seas Ranch--it was a "Labor of Love". They worked in blazing hot sunshine spreading cow manure on a pasture and cleaning up a chicken house that is no longer used, all without complaint! The nights were spent at the Three Seas Center. We had fun with a campfire one-night roasting marshmallows--a first for one of our girls.

저희 학생들과 교사들이 전국을 강타한 신기록의 무더위 속에서도 방학동안 잘 쉬도록 기도해주시기 바랍니다. 30도가 넘는 (화씨 90도 이상) 기온 속에서도 태백은 대다수 지역보다는 시원한 편이지만 저희에게도 쉽지 않은 더위입니다.

Pray for our students and teachers to have a good summer break in spite of the record-setting heat wave that has affected the whole country. Our 30+ (90+ Fahrenheit) temperatures here in Taebaek are actually cooler than most other locations but still unusually hot for us.

 

네번째강 프로젝트와 삼수령 센터

The Fourth River Project and the Three Seas Center

 

지난 달에 나눈 것처럼, 공동체마을을 재 디자인하는 일에 주력하고 있습니다. 이 공동체마을은 생명의강 학교의 새 건물이 될 것입니다. 교육관과 기숙사동, 그리고 교사와 다른 간사들의 숙소가 있게 될 것입니다. 주님께서 북한의 개방을 준비하기 위한 기도, 세미나, 화해사역, 치유와 그 외 행사들에 참여할 사람들을 위한 공간을 원하신다는 마음을 주셨습니다.

As we wrote last month, we are working on finalizing the redesign for the next phase, Community Village, which will be the new home of The River of Life School. This will include a school building and dormitory space as well as residential space for faculty and other workers. The Lord has impressed on us the need to also provide space for people who want to come together for prayer, seminars, reconciliation, healing and other events in preparation for the opening of North Korea.

In order to keep moving forward with our building program, we need to raise roughly $319,000 (355,000,000 Korean won) this year and another $3.7 million by 2020. It's a lot but we are confident in our Lord to provide for the work that He has commanded. These figures are based on our latest estimates and are actually revised down a bit from the figures we had before. If you are interested in the details, we have the construction budget available here in English and Korean. If you would like to join in supporting this project, see the information below on contributing. If you know of anyone who might be interested, please let me know by responding to this newsletter. I am open to speaking about this in Korea and in the States and will be making a trip to Los Angeles the end of September and October. Whatever you do, pray with us that all will go according to God's plan. Please pray with us that the Lord will send the funds and partners needed to move this effort forward.
