북한의 상황

The Situation in the North

 

매년 1월 1일 북한의 지도자가 발표하는 신년사는 그 해의 나라 분위기를 결정하곤 합니다. 북한 주민이라면 누구나 이 신년사를 암기하고 모든 회합에서 그 내용에 대해 토론합니다. 화요일인 1일 김정은이 어떤 내용의 신년사를 발표할지에 대해 모두 매우 궁금해 합니다. 다사다난했던 한 해를 정리하며 남한의 문재인 대통령에게 보낸 친서에서 2019년 한반도에 대한 외교정책에 있어 어떠한 계획을 제시할것입니다. 이연설을 온 세계가 기다리고 있습니다. 또한 연말을 이용해 핵무기개발 1주년을 경축하며 핵무기 프로그램에 대해 자랑하고 있습니다.

Every January First, the leader of North Korea gives a New Year's speech that sets the tone for the year. Everyone is expected to memorize the speech and discuss it at special meetings. There is a lot of anticipation as to what Kim Jong Un will have to say on Tuesday. Following a very eventful year which he rounded out with a letter to South Korean PresidentMoon Jae-in, Kim is expectedto lay out his own planfor diplomacy on the Korean peninsula for 2019. The world awaits. North Korea is also using the year-end to vaunt its nuclear program with a celebration of the first anniversary of developing nuclear weapons.

 

한편, 탈북을 시도하는 사람들이 지속적으로 북한을 떠나려 하지만 점점 더 어려운 일이 되었습니다. 탈북을 포기시키기 위해 국경을 따라 모든 움직임을 포착할 수 있는 새 비디오카메라를 장착했습니다. 북한의 국가안전보위성 직원들은 주민들을 꼬여 탈북을 유도한 후 다시 체포하는 방법으로 실적을 올리고 있습니다. 국가안전보위성에서 휴대전화 사용을 모니터링하는 12사무소는 15사무소로 바뀌면서 더 폭 넒은 권력을 가지게 됐습니다. 이 사무소는 북한 안팎으로 오가는 통화를 방지하는 휴대전화 대간첩 사무 기능을 하고 있으며 탈북을 예방하는 최전방 역할을 하고 있습니다 . 어떤 탈북민들은 자진해서, 다른 이들은 협박에 의해 북한에 재입국한 자들이 상당수 있습니다. 이들은 다른 사람들이 탈북하지 못하도록 선전하는 일에 이용 당하고 있습니다.

In the mean time, people still try to leave the North but it is increasingly difficult. New video camerashave been installed along the border in full view to discourage defectors. Ministry of State Security (MSS) agents have also been luring people to defectin order arrest them and increase their own "scores." MSS Bureau 12, tasked with monitoring cell phone use has been re-named to Bureau 15 and has broarder powers. The bureau functions as the mobile-phone anti-espionage bureau tasked with preventing communications into and out of the country as well as a front line to prevent defections. There have been a number of defectors who have returned to North Korea--some voluntarily, some under duress. They are being exploitedto discourage others from defecting.

 

새 건축사업에 열의를 가진 김정은은 수리가 필요한 다른 프로젝트가 부족한 인력과 자재로 인해 시들해짐에도 불구하고 계속해서 원산-칼마해안 관광 프로젝트에 대규모 인원을 동원하고 있습니다. 건축 프로젝트와 함께, 지도자들은 겨울을 잘 지날 수 있을지 불안해 하는 농부들을 위해 12월 특별집회를 통해 그들을 극찬하였습니다. 무역제재는 라선경제구역에서 온 사진들에서 보다시피 북한에 영향을 주고 있지만 평양시에 있는 “싱가포르”상점은 예전처럼 계속 운영되고 있습니다. 한편 남한과 북한은 남북철도 연결사업을 추진하는 가운데 12월 26일 국경의 북한 쪽에서 리본 커팅 세레모니를 한 것은 유엔 안전 보장 위원회에서 이 프로젝트에 제재를 가하지 않을 것이란 확약을 따른 것으로 보입니다.

Kim Jong Un's zeal for new construction continues with mass mobilization for the the Wonsan-Kalma Coastal Tourist Zone projecteven as other needed rennovation projects languishfor lack of man-power and materials. Along with construction projects, the leadership extolled farm workers with a special rallyin December even as the farmers themselves are anxious about being able to make it through the winter. Sanctions continue to have an impact as shown by these photosfrom the Rason Economic Zone but the"Singapore" shopsin Pyongyang continue with business as usual. Meanwhile both North and South Korea are moving forward on the inter-Korea railway project celebrated in a special ceremonyon December 26th with a ribbon-cutting ceremony on the northern side of the border following assurancefrom the UN Security Council that the sanctions would not be applied to the project.

We all know that the authorities are working to stamp out the viewing of South Korean media in the North but it seems that they are also heavily involvedin spreading it around. 생명의강 학교

The River of Life School

 

현재 방학 중입니다. 학생들과 교사들은 느긋하게 쉬며 새로운 일을 구상하며 휴일을 즐겁게 보내고 있습니다. 이 새로운 일을 생각한다는 것이 도전입니다. 지난 몇 해 동안 학생 수가 계속 줄었습니다. 한국에 고령인구가 증가하면서 새로이 생겨난 현상이기도 합니다. 공립학교들이 폐교가 되거나 병합되는 일이 생기고 있으며 사립대안학교도 동일한 문제에 직면하고 있습니다. 생명의강 학교도 이런 상황과 씨름하고 있습니다. 2018년은 중, 고교 합쳐 10명의 학생들과 특별한 한 해가 되었습니다. 일년 내내 학생 수가 적은 덕분에 모두 함께 여행하고 많은 특별 행사나 프로젝트에 참여할 수 있었습니다. 참으로 축복 받은 기쁨 넘치는 한 해였습니다. 12월에 10명 중 3명이 졸업했습니다. 남아있던 가족들 중 한 가족이 타지로 이사해 떠났습니다. 이제 학생이 6명만 남아있습니다. 현재 상태로 학교를 지속하기엔 충분치 않은 숫자입니다. 그래서 더 많은 학생들이 입학하길 기도하고 있습니다. 한 가지 큰 단점은 기숙사가 없다는 점입니다. 학생을 보내고 싶은 가정들이 있지만 아직은 이 학생들이 살 장소가 없습니다. 하지만 삼수령센터(아래 참고)의 공동체마을을 지으면 이 문제는 해결될 것입니다. 건축이 진행되는 동안 주님께서 저희에게 학생들을 보내주시고 기부자와 연결해 주시며, 저희의 모금활동을 인도해주시길 기도합니다. 염려하지 않습니다. 하나님께서 계획을 세워놓으셨고 이 도전의 시간이 특별한 기회의 시간이 되도록 노력하고 있습니다. 그래서 새해에 우리가 할 수 있는 새로운 일이 무엇인지를 찾고 있습니다. 우리가 가지고 있는 특별한 북한/통일 커리큘럼을 공립학교들에 소개하는 것을 고려 중입니다. 이 일을 통해 수입이 생길 수 있으며 우리 학교의 주 목적인 북한의 개방을 준비하는 일을 나눌 수 있기 때문입니다. 다른 가능성도 열려있습니다. 주님께서 지속적으로 사람들을 보내주고 계십니다. 아직 구체화된 것은 없지만 다른 기관으로부터 후원을 받는 훌륭한 교사(들)이 우리 학교에 부임할 가능성이 매우 큽니다. 이 경우 학교에 재정적으로 큰 도움이 될 것입니다. 한, 두 달 후 이 일이 구체화되면 다시 공지해드리겠습니다. 그동안 새 학년도를 위해 적합한 학생들과 필요한 재정을 보내 주시도록 함께 기도해주시기 바랍니다. 현실적으로 매우 힘든 도전에 직면하는 동안 저희 모두가 하나님의 뜻을 구할 때, 지혜, 순종, 그리고 용기를 주시도록 기도 해주십시요. 감사합니다!

School is on vacation now. Students and teachers are enjoying the holidays, relaxing, resting and thinking about new things. This thinking about new things is the challenge. Our student body has been shrinking over the past few years. This is a phenomena that has been occurring across the land as the population of Korea ages. Public schools have been closing and consolidating. Private alternative schools have been facing the same issues. The River of Life School is wrestling with this as well. 2018 was a very special year for our middle and high school with our ten students. The small size enabled us to move together as a group all year long and to participate in many special events and projects. It has been a blessed and joyful year. We graduated three of our ten in December. One of our remaining families has moved out of the area. That leaves us with six students--not enough to sustain the school as it is now. We are praying for more students. A big drawback that we have is that we do not have dormitories. There are families outside the area that would like to send their students but we have no place for them to live. However, that problem will be solved with the construction of the Community Village phase of our Three Seas Center (see below). In the meantime, we pray for the Lord to send us students, to provide benefactors and to guide our fundraising efforts. But... we are not worried. We know that God has a plan and we are taking this challenging time as a time of special opportunity. We are looking at new things that we can do in the coming year. We are considering taking a special North Korea/Unification curriculum that we have out into public schools. This will bring us income and enable us to extend the work of preparing for the opening of North Korea--our primary purpose. We see other possibilities ahead as well. And... the Lord continues to send people. While nothing is definite yes, there is a strong possibility that we may receive new excellent facutly who will come with their own support. That would be a big financial boost to the school. We will fill you in on these potential new developments as things sort out over the next month or so. In the meantime, join us in praying for God to send the right students and the needed funds for the new school year. Also pray for wisdom, obedience and courage for all of us as we seek God's will while facing the very real challenges. Thank you!

The Fourth River Project and the Three Seas Center

 

12월 중에 저희의 “감사의 마음을 담은” 보고서를 읽으셨다면 이번 봄 공동체마을 건축을 위해 중요한 걸음을 내딛어야 한다는 점을 아실 것입니다 . 이 공사가 완공되면 생명의강 학교를 위한 기숙사를 포함해 새주거지를 제공하게 될 것입니다. 북한에 들어갈 수 있고 들어가기 위해 기다리는 브라질, 몽골, 그외 다른 국가들에서 올 사역자들에게 언어를 가르치고 북한에 대한 지식을 전달하여 이들을 준비시키는 장이 될 것입니다 . 또한 북한과 남한 출신의 사람들이 관계의 치유를 경험하고, 다른 기관들과 교회들과 네트워킹과 협력을 통해 시너지를 창조하는 장소를 제공할 것입니다.

As readers of our mid-December "thanks" report are aware, we need to make major steps forward with construction of the Three Seas Center starting next spring--the Community Village phase. This will provide a new home, including dormitories, for The River of Life School. It will be a place for preparing workers to go into North Korea--language instruction and North Korea knowledge for Brazilians, Mongolians and others who are able and waiting to go in. It will be a place for healing relationships between those from the North and the South and a place to enable all sorts of synergies through networking and collaboration with other organizations and churches.

There is an important meeting coming up later in January that will be exploring efforts to collaborate with other organizations in working together for common purposes and for raising the funds needed. We would appreciate your prayers for these partnerships. I will be reporting on the results next month.
