북한의 상황 The Situation in the North

 

요즘 주요 뉴스는 트럼프 대통령과 김정은간의 정상 회담이 취소와 재개를 오가는 것입니다. 이 편지를 쓰 는 현재로선 6월 12일 싱가폴에서 회담이 있을 예정입니다. 이 것은 트럼프 대통령이 시사한 것입니다. 이 정상회담을 준비하기 위해 미국 정부 팀이 북한으로 들어갔습니다.    트럼프 대통령이 의도한 것 같이 보이긴 하나, 정상회담을 취소한다는 그의 결정으로 인해 다시 판문점, 이번엔 국경 북쪽에서, 문재인 대통령 과 김정은이 즉흥적인 정상회담을 하게 될 정도로 모든 상황이 흔들리게 됬습니다. 문 대통령은 북-미 정 상회담이 꼭 이뤄지길 기대하고 있습니다.  동시에 중국은 이 회담의 결과물에 큰 관심이 쏠려있습니다. 중국은 한반도의 긴장이 완화되는 일과 북한의 비핵화에 큰 관심이 있긴 하지만 북한, 남한, 미국의 사이 가 더 가까워지는 것을 원하는 것은 아닙니다.

The big story in the news these days is the on-again off-again summit talks between Donald Trump and Kim Jong-un.    As of this writing, it looks like they will happen on June 12th in Singapore. That's what Trump indicates.  A U.S. team has gone to North Korea to prepare for the summit. Trumps decision to cancel the talks seems to have shaken things up--perhaps what he intended--bringing South Korean President Moon Jae-in and Kim Jong-un together in an impromptu summit back in Panmunjeom, this time on the northern side of the border. Moon has a strong interest in seeing the Trump-Kim talks come off.    At the same time, China is very interested in the outcome. Closer North Korea, South Korea and U.S. ties are not what China wants even though they are very interested in reduced tension on the Korean peninsula and North Korean denuclearization.

 

미국은 적어도 한미 군사훈련를 감소시키겠다는 발표를 함으로써 북한의 정서에 맞춰준다는 제스추어를 이미 보여주었습니다. 그에 대한 반응으로 김정은은 북한에 억류된 세명의 미국 시민을 석방하였습니다. 아래 이에 대한 자세한 내용이 나옵니다. 미국의 지지를 구하는 김정은의 전략 중 큰 부분은 그가 북한의 비핵화에 대해 진지하게 생각한다는 것을 보여주는 노력입니다. 그리하여 그는 공개적으로 평계리 핵시험 장을 붕괴시켰습니다. (사진) (영문사진) 문제는 이 행동 자체가 그리 큰 중요성을 띄는 것 같지 않다는 사 실입니다. 외부 전문가가 들어가서 이 제거작업을 직접 참관하고 시험을 하도록 허락하지 않았다는 사실이 우려됩니다. 이와 함께 북한이 자강도를 특별 구역으로 지정하여 외부인의 출입을 금지시키고 여러 외떨어 진 지역에 핵무기를 숨길 가능성이 있습니다.

It looks like the U.S. has already made some gestures, at least, of yielding to North Korean sensibilities by announcing a cut back of the joint U.S.-South Korea annual military exercises. In much the same vein, Kim Jong-un released the three U.S. citizens held in prison in the North.  More on that below.  A big part of Kim Jong-un's strategy to woo the U.S. is his effort to show that he is serious about denuclearization. To    this end, he, very publically, had the tunnels at the Punggye-ri Nuclear Test Site blown up (pictures here and here).    The problem is that this may not be all that significant.  The fact that no outside experts were allowed to view the event and run any tests is disturbing.  Along with that is the fact that the North has designated Chagang Province a special zone limiting access and providing many remote locations where nuclear weapons can be hidden.

 

한편, 북한 적십자는 2016년 탈북한 여성들 그룹이 “납치”되었다고 주장함으로써 그들을 북한으로 송환하 도록 점점 더 큰 압박을 가해오기 때문에, 같은 시기에 남한으로 온 많은 탈북자들에겐 남한에서 살아간다 는 것 자체가 매우 어려운 상황입니다.

Meanwhile, life in South Korea is still difficult for many North Koreans who come south; at the same time, they are coming under increasing pressure from the North to return along with demands from the North Korean Red Cross to return a group of women who defected in 2016, whom they claim were "abducted."

 

북한 주민들의 상황도 별반 다르지 않습니다. 이제 엘리트 계층에게 가는 식량배급이 줄어든데다 꽃제비들 도 더 많은 착취를 당하고 있습니다. 게다가 인민반 지도자들의 권력이 강화되서 심지어 주민들을 지역 밖으로 퇴출시킬 수 있습니다. 혹자는 이를 보고 상황이 호전되었다고 하지만 다른 이들은 회의적입니다.

Life in the North does not get any easier either with members of the elite now getting reduced rations and the "kkotjebi" homeless kids are experiencing more exploitation. At the same time, local block ("inminban") leaders are gaining authority, including the authority to expel residents. Some see this as a good development but others are not so sure.

 

 

마음을 가볍게 해주는 뉴스도 있습니다. 북한 고위직에 있던 태영호는 최근에 출판된 “태영호 증언-3층 서기실의 암호”란 자신의 회고록에서, 기타(guitar) 음악에 대한 열정이 있고 특별히 가수 에릭 클랩튼을 좋아하는 김정은의 형 김정철에 대한 내용과 함께 김정은의 가족에 대한 많은 정보를 공개하였습니다. 세 계YWCA 한미미 부회장은 남한의 여성지도자 그룹을 이끌고 DMZ를 따라 2018국제여성평화걷기 행사를 열었습니다. 서울에 통일을 염원하는 “통일의 집”이라는 문익환 목사 가옥 박물관이 문을 엽니다. 그리고 뉴코리아 게더링이란 24시간 기도집회가 6월 8일까지 파주에서 진행되고 있습니다. 가능하면 이 집회에 가보시길 권해드립니다.

On a lighter note, a new memoir just released by former high-level North Korean diplomat, Thae Yong-ho, “Cryptography From the Third-Floor Secretariat,” or, alternately, "Password for the secretariat on the third floor: Thae Yong-ho's testimony," has just been released with a lot of information on Kim Jong-un's family including his surviving brother, Kim Jong-chul's passion for guitar music, especially by Eric Clapton. There are also a group of South Korean women leaders led by World YWCA vice president, Han Mimi, who walked along the DMZ to promote peace. A new museum is opening in Seoul, also promoting reunification--the "Moon Ik-whan House of Reunification."  And the New Korea Gathering 24-hour prayer meetings in Paju continue until June 8.    Join in, if you can

 

마지막으로, 6월 15일은 지난 2000년 평양에서 개최된 김정일과 김대중 대통령이 만난 첫 남북정상회담의 18주년이 되는 날입니다. 이 회담의 선언문은 여기서 보실 수 있습니다.

Finally, we remind everyone that June 15th marks the 18th anniversary of the first major North-South summit, which occurred on June 15, 2000 in Pyongyang between Kim Jong-il and South Korean President Kim Dae-jung.  See that declaration here.

 

감옥에 수감된 형제들을 위해 기도 Remembering Our Brothers in Prison

 

우리는 그간 북한에 억류되있던 세명의 미국 시민들이 풀려나도록 소망을 잃지 않고 기도했습니다. 위에 언급한 대로 김학송, 토니김(김상덕), 그리고 김동철 형제가 집으로 돌아왔습니다. 주님, 감사합니다! 계속 해서 북한에 잡혀있는 한국인 여섯명을 위해 기도합니다. 억류된 사람들 중 한 사람이 더 있습니다. 데일 리 엔케이 (Daily NK) 기자인 최송민(가명)을 위해서도 기도해주시기 바랍니다.

We had been praying hopefully for the release of the three U.S. citizens detained in North Korea.  As mentioned above Kim Hak-song,    Tony Kim (Kim Sang Duk) and Dong-chul Kim have returned home! Thank you Lord!  We continue to pray for six South Koreans held in the North. And we add to that list, Daily NK journalist, Choi Song Min (alias).

 

터키 감옥에 갇혀있는 미국 선교사 앤드류 브론슨을 위해 지속적인 기도를 부탁드립니다. 반갑게도 트럼프 대통령이 터키 정부에 브론슨 선교사의 석방을 강하게 요구했다는 소식이 있어 감사합니다.

We also ask that you continue to keep American missionary to Turkey Andrew Brunson in your prayers.   We are greatly encouraged to hear that President Trump has come out strongly calling for his release.

생명의강학교 The River of Life School

 

5월에는 두번이나 학생들을 위해 특별한 행사가 있었습니다. 첫번째는 5월 3-4일 다음학교의 탈북 학생들 과 함께 한 미니DTS (YWAM의 제자훈련학교)였습니다. 이 행사에 참석한 모든 학생들이 풍성한 은혜를 받았습니다. 2주 후, 17일에 뉴코리아게더링에 가서 예배를 인도하였습니다. 저희 학생들이 이 연속기도 집회에 참석한 이들로부터 호응을 받는 것을 보았고, 예배에서 진정한 리더십을 발휘하는 모습을 보면서 참으로 기뻤습니다. 이 여행에서 또 한가지 얻은 것은 임진각을 방문해서 북한을 위해 기도한 것입니다. May included a couple of very special events for our students. The first was a mini-DTS (YWAM Discipleship Training School) on May 3 and 4 together with their friends from the Daum School for North Korean resettlers.    Everyone was blessed richly by the event.    This was followed up a couple weeks later with a trip to the New Korea Gathering on May 17th where they led worship.     We were especially pleased to see our students taking real leadership and with how well they were received by those who had gathered for this ongoing prayer event. They also took advantage of the trip to go to Imjingak and pray for North Korea there.

 

네 번째강 프로젝트와 삼수령센터 The Fourth River Project and the Three Seas Center

 

5월 22일 삼수령센터 축성식과 대지 축복식을 성황리에 치뤘습니다. 하나님께서 이 특별한 예배와 감사의 행사를 위해 완벽한 날씨를 허락해주셨습니다. 다음 건축단계를 위해 대지를 걸으며 하나님의 목적을 위해 이 땅을 올려드렸습니다. 삼수령센터와 생명의강 학교의 다음 단계에 함께 동역할 파트너를 계속 찾고 있 습니다.

Our May 22nd Three Seas Center dedication and ground blessing was a wonderful success. God gave us perfect weather for this special time of worship and thanksgiving.  We walked the land for the next phase of construction and dedicated it to the Lord for His purposes. We continue to look for partners to join us in the next phase of building for the Three Seas Center and The River of Life School.

 

이 곳 에 서 하 나 님 께 서 어 떤 일 을 하 고 계 신 지 말 해 주 는 “삼 수 령 스 토 리 ”를 간 략 한 보 고 서 로 정 리 해 보 았 습니다. 지난 십년간의 회계 보고도 있습니다. 여기서 영어와 한국어로 읽으실 수 있습니다.

다음 단계에는 생명의강 학교의 새 건물과 기숙사를 짓습니다. 북한이 열리는 것을 준비하기 위해 기도, 세미나, 화해사역, 치유, 이외에도 다른 필요한 행사들을 할 때 그리스도인들이 와서 함께 묵을 건물을 지 어야 합니다. 이 건축 프로그램을 진행하기 위해 약 35만불 (3억7천만원)이 금년에 필요하고 2020년까지 400만불이 더 필요합니다. 큰 금액이지만 하나님께서 친히 부르셔서 하라고 하신 일이기 때문에 그분께서 공급하실 것을 믿습니다. 상세한 정보를 알기 원하시는 분은 여기서 영어와 한국어로 된 건축예산서를 보 실 수 있습니다. 이 프로젝트를 후원하기 원하시는 분은 아래 후원방법에 관한 내용을 읽어주시기 바랍니 다. 이 프로젝트를 후원하는데 관심이 있는 분을 추천하시려면 이 뉴스레터에 답장을 해주시면 됩니다. 저 는 한국이나 미국에 있는 분들과 만나서 함께 후원에 대해 대화를 나눌 수 있습니다. 어떻게 도와주시든 저희와 함께 기도해주시면 모든 일이 하나님의 계획대로 이뤄질 것입니다.

The next phase is our new school building and dormitory space.  We need to build accommodations for the numbers of people that want to come together for prayer, seminars, reconciliation, healing and other events in preparation for the opening of North Korea. In order to keep moving forward with our building program, we need to raise roughly $350,000 (370,000,000 Korean won) this year and another $4 million by 2020.  It's a lot but we are confident in our Lord to provide for the work that He has called on us to take on.  If you are interested in the details, we have the construction budget available here in English and Korean.  If you would like to join in supporting this project see the information below on contributing.   If you know of anyone who might be interested, please let me know by responding to this newsletter.  I am open to speaking about this in Korea and in the States.
